From 12 May 2026: Only Learners Can Book and Manage Their Own Driving Test

The rules for car driving test bookings changed on 12 May 2026. Learners must now book and manage their own appointments; driving instructors and third-party services cannot book, change, swap or cancel a car test on someone else's behalf. This article explains the current position and what learners need to manage themselves.

The DVSA conducts over 1.5 million car driving tests every year across the UK (gov.uk/government/statistical-data-sets/car-driving-test-data-by-test-centre). With a national pass rate of approximately 45–48%, demand for test appointments is consistently high — making secure, direct access to your own booking critical. The 12 May 2026 policy change affects all learner drivers with upcoming practical test appointments currently managed through instructor accounts.

What Is Changing and Why

For years, Approved Driving Instructors (ADIs) and driving schools have been able to manage their pupils' test bookings on their behalf — a convenience that also led to widespread issues with test slot touting and unfair booking practices. This change puts control firmly back in the hands of the learner, treating test appointments as personal data that only the candidate should control.

What Learners Need to Do Now

If an instructor made an older booking for you before the rules changed, make sure you can manage it yourself. Three details matter:

• Get your booking reference number — your instructor is legally required to give this to you, as it is your personal data.
• Update the email address on your booking to one you can access — sign in at GOV.UK using your driving licence number and booking reference. Contact-detail updates do not count as one of your two permitted changes.
• Add your own phone number to the booking at the same time.

What Instructors Can and Cannot Do

Driving instructors can advise on readiness and provide their instructor reference number, but they cannot manage a learner's car-test booking. For bookings made before the change, instructors must give pupils the information they need to take control:

• Provide every affected pupil with their booking reference number immediately.
• Make sure the learner has access to the contact details associated with an older booking.
• Do not change, swap or cancel a learner's car-test booking on their behalf.
• Use the instructor availability service and give learners the instructor reference number when appropriate.

How to Access and Manage Your Booking

Once you have your booking reference and driving licence number, you can manage your test appointment through the GOV.UK driving test booking service. You are permitted two changes to your test appointment. Updating your contact email address specifically does not count as a change — so do that first, then use your permitted changes only when genuinely needed.

How the Rules Work Since 12 May

Any rescheduling, cancellation or swap must be completed by the learner through the official GOV.UK service or DVSA support. The rules apply to car practical tests in England, Scotland and Wales; Northern Ireland has separate guidance. Learners are also limited to two booking changes and, since 9 June 2026, can only move to specified nearby centres or the centre first booked.
